Oregon Registered Nurse (RN) Continuing Education Requirements
Requirements Overview
Oregon's current CE framework focuses on two mandatory topics rather than a large hour total. Nurses must complete 1 hour of pain management education every 36 months and 2 hours of cultural competency CE every other renewal cycle. Practice hours are a separate, parallel requirement.
Practice hour thresholds create a tiered system: 400 hours in 2 years is standard, with alternatives requiring more CE as practice hours decrease. Nurses with fewer than 960 hours in 5 years must complete a Board-approved re-entry program.
Starting January 1, 2028, Oregon will require 20 CE hours per renewal cycle for all RNs. Pain management and cultural competency hours will count toward that total. Renewal costs $145, and CE certificates must be retained for at least 3 years.
Mandatory Topics
| Topic | Hours | Frequency | Notes |
|---|---|---|---|
| Pain Management | 1 | Periodic | One-hour pain management education program required every 36 months. Must be from Oregon Pain Management Commission or Board-approved nursing education program. Initial licensure requires 7 hours total (1 hour OPMC module + 6 additional approved hours). May count toward the 20-hour total (effective 2028). |
| Cultural Competency | 2 | Every other renewal | Two hours of cultural competency CE every other renewal cycle (every 4 years). May count toward the 20-hour total (effective 2028). |

Tips for Oregon RNs
- Complete your 1-hour pain management course from the Oregon Pain Management Commission specifically — employer-required CE does not count toward state requirements.
- Track whether your cultural competency CE is due this cycle or next. It's required every other renewal (every 4 years), and the timing depends on when you first completed it.
- Prepare for the 2028 change: a 20-hour general CE requirement is coming. Building CE habits now will make the transition smoother.
- If your practice hours are below 400 in 2 years, check the tiered alternatives before assuming you need a re-entry program. You may qualify under the 600-hour or 800-hour pathways.
